Could a handful of downstate Illinois counties leave Illinois and become part of Missouri? The Illinois Attorney General said no. Eric Ivers of Jerseyville had hoped to put that proposition to voters as a county ballot initiative next spring.
Both Illinois and Missouri voters would have to agree. So would the U.S. Congress. A lot of people have told Ivers that they like the idea.
Illinois Attorney General Kwame Raoul shot down the ballot idea in October, writing that non-home rule counties do not have the authority to secede.
