(Chicago, IL) — Illinois will have a new budget in place by midday. Governor Rauner has scheduled a 10 a.m. news conference in Chicago to sign the state’s new 38-and-a-half billion-dollars spending plan. The governor’s office says ‘leaders, sponsors and negotiators’ from the General Assembly will join the governor. But they are not saying specifically who will be there.
