(Springfield, IL) — It is nearly a month into the new fiscal year and Illinois still remains without an operating budget. The state Senate sent Governor Rauner a temporary spending plan two weeks ago even as Rauner claimed he wouldn’t sign a short-term budget. An Illinois appeals court ruled earlier this month that the comptroller’s office can still pay state employees even without a budget in place.
