(Chicago, IL) — The state’s child welfare agency has told a judge it has a new plan for dealing with children who have emotional and behavioral issues. The Department of Children and Family Services says those children will now be monitored more closely and the handling of those cases will be streamlined. The agency had been sued by the American Civil Liberties Union over the conditions at its residential treatment facilities where young people reportedly were molested, mistreated, and where runaways were a frequent occurrence.
