(Springfield, IL) — The Illinois Comptroller’s Office is promising to hand out paychecks to state workers this week. But the lack of an Illinois budget is causing some legal hurdles. The attorney general says its against the constitution to issue paychecks without a budget. Meanwhile, several unions have filed a lawsuit ordering that workers are paid in full. This tug-of-war could end up in the Illinois Supreme Court.
