(Chicago, IL) — Illinois House Speaker Michael Madigan told a City Club luncheon in Chicago Wednesday that the reforms being pushed by Governor Rauner as part of the stalled budget negotiations would harm the middle class. The speech did not reveal any modification of Madigan’s stance that what Rauner is seeking doesn’t belong in the discussion about the budget. Madigan did say he thinks that when discussions do get to new revenue, the state income tax should be returned to five-percent. Madigan and the other three legislative leaders have met twice recently with Rauner and are planning a third meeting.
