(Effingham, IL) — A man is charged in a hit and run crash last month in Effingham. State police say a woman was hit by a golf cart while riding her scooter on September 28th near Holiday Drive and North Maple Street. The victim was sent to the hospital with serious injuries. State police identified Dustin Brown as the suspect. He was arrested on multiple charges, including failure to report a crash.
