The share of Illinois’ total revenue that comes from federal funds climbed to a record high in fiscal year 2021. According to the Pew Research Center, thanks to an unprecedented boost in federal aid during the pandemic, from Medicaid support to funds to combat COVID-19, that percentage jumped significantly.
That is Rebecca Thiess, a manager for the Fiscal Federalism Initiative at Pew. She says the federal share of state budgets grew at a slower rate than in the prior year.
In Illinois, federal funds accounted for over 31 percent of the state budget in fiscal year 2021. Thiess says the federal share of state revenue is expected to remain elevated through fiscal 2024 as funds from the American Rescue Plan Act and other federal legislation continue to flow to states.
