Representatives of 5 taxing districts were on hand for a Tax Increment Finance Advisory Committee meeting on Thursday afternoon. With Mayor Rick Gottman of the City of Vandalia, Sandy Michel of Fayette County Mosquito Abatement, Nancy Pryor of the Sarah Bush Lincoln/Fayette County Hospital Board, Joe Lawson of the Vandalia School District and Merrell Collins of the Fayette County Board on hand for the meeting, Vandalia Economic Development Director Amber Daulbaugh led the group in reviewing the TIF Best Practices in Determining TIF Approval guidelines. Each of the 7 guidelines were read and discussed with Daulbaugh able to explain certain provisions. It was brought up on two of the guidelines, some wording needs to be looked at to help better clarify certain factors and it was also discussed with the each taxing body needing to be represented at meetings, it is recommended that an alternate to the current delegate be appointed and made sure to kept up on what the TIF Advisory Committee is doing and discussing in order to step in if any delegate of a taxing body is unable to attend a meeting. Mayor Gottman also talked about the new attorney that is being utilized for TIF matters. The new attorney is out of Belleville as opposed to the former that worked out of Chicago.
The TIF Advisory Committee will meet again on Tuesday at noon at which time the TIF Agreement with Leskera Law Firm will be discussed.
