(Decatur, IL) — Add Decatur to the list of cities in Illinois who are reviewing their panhandling bans after a challenge from the ACLU. Interim Decatur City Manager Billy Tyus yesterday said they got a letter from the ACLU demanding that Decatur repeal its ban on people asking for money. A federal judge in Springfield this month struck down Springfield’s panhandling ban. The ACLU says Aurora, Carbondale, Champaign, Chicago, Cicero, Danville, East St. Louis, Elgin, Joliet, Moline, Oak Park, Peoria, Rockford, and Urbana also got letters about their bans. A few years ago, the City of Vandalia enacted such a ban. But, pulled the ban off the books a short time later—citing the ongoing legal issues.
