Governor Bruce Rauner is outlining a budget that calls for a series of reforms to help get Illinois back on track. Governor Rauner wants to shift some teacher pension costs to school districts, cut health insurance benefits for state employees, reduce workers compensation insurance rates and increase funding for education.
