Some proponents of Senate Bill 31 claim there will be no real changes in how Illinois deals with illegals after it becomes law. Senator McCarter disagrees.

McCarter says the sanctuary state law imposes Chicago values on the entire state. He also says Illinois stands to lose federal tax dollars, which the Trump administration has promised to withhold from sanctuary states and cities.
