Governor Bruce Rauner is signing a new law that aims to curb gun violence in Illinois. The law lets judges impose stiffer sentences for repeat gun offenders. State Senator Kwame Raoul has seen the violence firsthand, and was a lead negotiator of the bill.
The law also strives to rehabilitate low level criminals by increase access to educational and job training opportunities.
