Governor Bruce Rauner is signing a new law to help reduce the recidivism rate in Illinois. The law makes it easier for inmates to get a state ID card when they are released. It’s been a long time coming says Secretary of State Jesse White.
The idea is that helping inmates reintegrate back into society and be productive will lower the chances of them repeating their crimes.
