(Springfield, IL) — Federal mediators could help determine whether Springfield’s ban on panhandling violates the First Amendment right to free speech. The “State Journal-Register” reports that the city and three panhandlers who filed suit will present their case to federal mediators next month. The city has repealed an ordinance banning aggressive panhandling, but still at issue are ordinances limiting where panhandling can take place. The city is barred from enforcing the ordinances while the lawsuit is pending.
