(Chicago, IL) — The Illinois Department of Children and Family Services is setting a record it would rather not have when it comes to youth fatalities. The “Chicago Tribune” reported Sunday eleven youths have died while in DCFS care in a two-year period that ended in June 2015. An office audit indicates poverty played a role in the spike.
