In recent days, Governor Rauner called for rank and file legislators to help craft a budget deal. So, State Senator Kyle McCarter takes him up on the offer with a plan to help balance the budget with no tax increase. Senator McCarter says his plan incorporates ideas from lawmakers and the Governor.
Senator McCarter says it’s important that the plan contains no tax increase, like the 2011 tax hike—which Senator McCarter says was a big blow to the state’s economy. McCarter says being without a constitutional state budget for nearly a year is unacceptable. His plan would cover the state’s 2017 fiscal year, which begins on July 1st, 2016.
