(Springfield, IL) — A bipartisan group of lawmakers has crafted a state budget plan that includes higher taxes and cuts in spending, but none of the pro-business, anti-union reforms on which Governor Rauner has insisted. The working group is recommending an increase in the income tax, an expansion of the sales tax and two-and-a-half-billion-dollars in spending cuts. Rauner’s budget director has been part of the talks, but neither Rauner nor Republican legislative leaders are ready to call it a completed deal that would give the state a budget for the first time in a year.
