(Springfield, IL) — A Springfield man has been charged with violating a law requiring convicted murderers of young people to register with local authorities. Sixty-one-year-old Jerome Trosclair was arrested earlier this month after a tipster alerted police that Trosclair was staying at homeless shelters in Kendall County, and not his registered address in Springfield. He was convicted of murder in 1977 in Cook County, and now is being held in the Kendall County Jail.
