(Springfield, IL) — Court proceedings are underway between lawyers for the Rauner administration and the state’s largest employee union. Both sides are arguing over whether contract talks have officially stalled. Rauner wants an impasse declared so he can impose his last offer on the members of the American Federation of State, County and Municipal Employees. However, the declaration would also allow the union to go on strike.
