(Chicago, IL) — A highly-regarded budget watchdog group says fixing the state’s budget problems will require politically difficult decisions like cutting spending and raising taxes. The Civic Federation’s analysis says the budget stalemate has only made the situation worse, so that there’s no easy way out. Their suggestions include raising the income tax back to five-percent, imposing taxes on food, services and pension income, and changing the state constitution so employee pension benefits can be cut.
