(Undated) — Illinois’s credit rating is taking a hit as the state continues to deal with a budget crisis. Fitch Ratings has downgraded nearly 27-billion-dollars of general-obligation bonds from A-minus to triple-B-plus. That is three steps above junk status. Illinois has been operating without a spending plan since July 1st.
