State colleges and universities say the budget impasse is having a dire effect on their operations. The effects range from layoffs and less course offerings, to schools not being able to hold biology labs because vendors won’t deliver supplies without getting paid. Illinois Board of Higher Education Executive Director James Applegate says the lack of state funding will be felt for years to come.
