(Springfield, IL) — Illinois is about to enter its fourth week without a budget. The state Senate sent Governor Rauner a temporary spending plan last week that would fund certain services and would pay state workers through the rest of this month. Rauner has said he won’t sign a temporary budget. An Illinois appeals court ruled last week that the comptroller’s office can still issue paychecks for state employees even without a budget in place.
