(Springfield, IL) — An Illinois appeals court has ruled paychecks should be given to state employees even with no budget. The First Appellate Court on Friday reversed a Cook County circuit court ruling and sided with a Madison County judge’s opinion. In what was a double-whammy for Attorney General Lisa Madigan, who has fought Comptroller Leslie Munger on the paycheck issue, the Illinois Supreme Court denied Madigan’s request to hear the case. Munger cut checks for workers for the most recent pay period on Wednesday despite the state being nearly three weeks into the new fiscal year without a budget.
