The Vandalia City Council held a work session Monday evening to discuss TIF guidelines for the city. Council members have discussed the guidelines several times and the city had sought out information on statutes and other factors pertaining to tax increment financing and a new compiled set of guidelines was presented to the council members present. City Administrator LaTisha Paslay said she combined what was required by statute as well as the ideas presented by council members to put together the new guidelines that will be voted on at the next full council meeting. TIF requirements laid out in the guidelines are that each application must include two bids for all aspects of the work to be done as part of the TIF project and explains that no money is fronted for the projects, but is reimbursed to the applicant once all receipts and invoices are turned in and the council has reviewed them. The guidelines also address those people who are or are not eligible to apply for TIF funds.
