For the first time in a few years, Illinois has a full year budget in place. And, for the first time over a decade, they were able to get that budget passed by the normal deadline of May 31st. Stout was speaking during a recent fundraiser he held in Vandalia. Stout will face Republican Jason Plummer in the November General Election.
