The Vandalia City Council approved three TIF agreements at its first meeting in August with two being for new businesses and one for an existing property. The first approved agreement is between the city and Compass West, Inc. for a new business called The Coffee Bean Expresso Shed, a drive-thru coffee shop, to be located at the corner of 1310B N. Kennedy Blvd. The agreement is in the amount of $2,500 ad will be used to bring water to the property for the business. The second approved agreement is between the City of Vandalia and Bowen Properties. The agreement, in the amount of $7,912.50, will be used to rehabilitate the property at 120 N. Fifth Street with a new rubber roof and concrete foundation repair and re-blocking. The third approved agreement is between the city and Kyle and Sheeba Barker for a new business called Shimoji Coffee, a drive-thru coffee shop to be located at 730 W. Gouchenour. The agreement is for $7,500 and will be used for rehabilitation of the property which will include concrete foundation work, plumbing, electrical, signage and moving of building to location.
